六部门关于加快培育发展制造业优质企业的指导意见

制造(zao)(zao)(zao)业(ye)(ye)(ye)优质(zhi)(zhi)企(qi)业(ye)(ye)(ye)聚焦实业(ye)(ye)(ye)、做精(jing)(jing)主(zhu)(zhu)业(ye)(ye)(ye),创新(xin)(xin)能(neng)力(li)强、质(zhi)(zhi)量效益高、产(chan)业(ye)(ye)(ye)带动(dong)作(zuo)用大(da),在制造(zao)(zao)(zao)强国(guo)建设中(zhong)发(fa)(fa)挥领头雁、排头兵(bing)作(zuo)用。加(jia)快培育发(fa)(fa)展(zhan)制造(zao)(zao)(zao)业(ye)(ye)(ye)优质(zhi)(zhi)企(qi)业(ye)(ye)(ye),是(shi)激发(fa)(fa)市场主(zhu)(zhu)体(ti)活(huo)力(li)、推动(dong)制造(zao)(zao)(zao)业(ye)(ye)(ye)高质(zhi)(zhi)量发(fa)(fa)展(zhan)的必然要(yao)求,是(shi)防(fang)范化解风(feng)险(xian)隐患(huan)、提升(sheng)产(chan)业(ye)(ye)(ye)链供(gong)应(ying)链自(zi)主(zhu)(zhu)可控(kong)能(neng)力(li)的迫切(qie)需要(yao)。为贯彻落实党(dang)中(zhong)央、国(guo)务(wu)院(yuan)决(jue)策部署,加(jia)快培育发(fa)(fa)展(zhan)以专精(jing)(jing)特新(xin)(xin)“小巨人”企(qi)业(ye)(ye)(ye)、制造(zao)(zao)(zao)业(ye)(ye)(ye)单项冠(guan)军企(qi)业(ye)(ye)(ye)、产(chan)业(ye)(ye)(ye)链领航企(qi)业(ye)(ye)(ye)(以下简称“小巨人”企(qi)业(ye)(ye)(ye)、单项冠(guan)军企(qi)业(ye)(ye)(ye)、领航企(qi)业(ye)(ye)(ye))为代表的优质(zhi)(zhi)企(qi)业(ye)(ye)(ye),现提出以下意见。
一、准(zhun)确把握培育(yu)发(fa)(fa)展优质企(qi)业(ye)的总体(ti)要(yao)求。以(yi)习近平(ping)新(xin)时代(dai)中(zhong)国特色社会(hui)主(zhu)义思想为指导,全面贯彻党的十(shi)九(jiu)大和(he)十(shi)九(jiu)届二(er)中(zhong)、三中(zhong)、四(si)中(zhong)、五中(zhong)全会(hui)精神,立足新(xin)发(fa)(fa)展阶(jie)段,贯彻新(xin)发(fa)(fa)展理念,构建(jian)新(xin)发(fa)(fa)展格局,以(yi)推动企(qi)业(ye)高质量发(fa)(fa)展为主(zhu)题,坚持系统观念,统筹发(fa)(fa)展和(he)安全,健全体(ti)系、完善(shan)政策、优化(hua)服务,着力增强(qiang)(qiang)自主(zhu)创新(xin)能力,着力发(fa)(fa)挥引领带动作用,推动优质企(qi)业(ye)持续做(zuo)强(qiang)(qiang)做(zuo)优做(zuo)大,促进提升产业(ye)链供(gong)应链现代(dai)化(hua)水平(ping),推进制造(zao)强(qiang)(qiang)国建(jian)设不(bu)断迈(mai)上新(xin)台阶(jie)。
二、构建(jian)优质企(qi)业(ye)(ye)(ye)(ye)梯(ti)(ti)度(du)(du)培育格(ge)局。分(fen)类制定完(wan)善(shan)遴选(xuan)(xuan)标准,选(xuan)(xuan)树“小(xiao)巨人”企(qi)业(ye)(ye)(ye)(ye)、单(dan)项冠军(jun)企(qi)业(ye)(ye)(ye)(ye)、领(ling)航(hang)企(qi)业(ye)(ye)(ye)(ye)标杆(gan)。健(jian)全梯(ti)(ti)度(du)(du)培育工作(zuo)机(ji)制,引(yin)(yin)(yin)导“专(zhuan)精特(te)新”中小(xiao)企(qi)业(ye)(ye)(ye)(ye)成(cheng)长为国(guo)(guo)内(nei)市场**的(de)“小(xiao)巨人”企(qi)业(ye)(ye)(ye)(ye),聚焦(jiao)重点行业(ye)(ye)(ye)(ye)和领(ling)域引(yin)(yin)(yin)导“小(xiao)巨人”等各类企(qi)业(ye)(ye)(ye)(ye)成(cheng)长为国(guo)(guo)际(ji)市场**的(de)单(dan)项冠军(jun)企(qi)业(ye)(ye)(ye)(ye),引(yin)(yin)(yin)导大(da)企(qi)业(ye)(ye)(ye)(ye)集团发展成(cheng)为具有生态(tai)主导力、国(guo)(guo)际(ji)竞(jing)争(zheng)力的(de)领(ling)航(hang)企(qi)业(ye)(ye)(ye)(ye)。力争(zheng)到2025年,梯(ti)(ti)度(du)(du)培育格(ge)局基本成(cheng)型,发展形成(cheng)万(wan)家“小(xiao)巨人”企(qi)业(ye)(ye)(ye)(ye)、千家单(dan)项冠军(jun)企(qi)业(ye)(ye)(ye)(ye)和一大(da)批领(ling)航(hang)企(qi)业(ye)(ye)(ye)(ye)。(工业(ye)(ye)(ye)(ye)和信息化部、国(guo)(guo)务院国(guo)(guo)资委(wei)按照职(zhi)责(ze)分(fen)工负责(ze))
三、提高(gao)优质(zhi)(zhi)企业(ye)自主创新能力。支持参与制造业(ye)创新中(zhong)心、国(guo)家工程技(ji)术(shu)研究中(zhong)心等创新平台建设(she),承担国(guo)家重(zhong)大(da)科(ke)技(ji)项目(mu)、重(zhong)大(da)技(ji)术(shu)装备创新发展(zhan)工程。引导参与信息技(ji)术(shu)应(ying)用(yong)创新重(zhong)大(da)工程,推(tui)(tui)广经(jing)验成(cheng)果。推(tui)(tui)动产(chan)(chan)(chan)业(ye)数字化(hua)发展(zhan),大(da)力推(tui)(tui)动自主可控(kong)工业(ye)软(ruan)件推(tui)(tui)广应(ying)用(yong),提高(gao)企业(ye)软(ruan)件化(hua)水平。依托优质(zhi)(zhi)企业(ye)组(zu)建创新联合(he)体(ti)或技(ji)术(shu)创新战(zhan)略联盟,开(kai)展(zhan)协同创新,加大(da)基(ji)(ji)(ji)础零部(bu)件、基(ji)(ji)(ji)础电子元器(qi)件、基(ji)(ji)(ji)础软(ruan)件、基(ji)(ji)(ji)础材料、基(ji)(ji)(ji)础工艺、高(gao)端仪器(qi)设(she)备、集(ji)成(cheng)电路(lu)、网络安全等领(ling)域关键核心技(ji)术(shu)、产(chan)(chan)(chan)品、装备攻关和(he)(he)示(shi)范应(ying)用(yong)。推(tui)(tui)动国(guo)家重(zhong)大(da)科(ke)研基(ji)(ji)(ji)础设(she)施和(he)(he)大(da)型科(ke)研仪器(qi)向优质(zhi)(zhi)企业(ye)开(kai)放,建设(she)生产(chan)(chan)(chan)应(ying)用(yong)示(shi)范平台和(he)(he)产(chan)(chan)(chan)业(ye)技(ji)术(shu)基(ji)(ji)(ji)础公共服务平台。(科(ke)技(ji)部(bu)、工业(ye)和(he)(he)信息化(hua)部(bu)、国(guo)务院国(guo)资委按照职责(ze)分(fen)工负责(ze))
四、促(cu)进(jin)提升产(chan)(chan)(chan)业(ye)(ye)链供应(ying)链现代化水平(ping)。充分发挥优质(zhi)(zhi)企业(ye)(ye)在(zai)增强产(chan)(chan)(chan)业(ye)(ye)链供应(ying)链自主可控能(neng)力(li)中(zhong)(zhong)的中(zhong)(zhong)坚作用(yong),组(zu)(zu)(zu)织参(can)与制(zhi)造业(ye)(ye)强链补(bu)链行动,做(zuo)强长板优势(shi),补(bu)齐短板弱(ruo)项,打造新兴(xing)产(chan)(chan)(chan)业(ye)(ye)链条,提升产(chan)(chan)(chan)业(ye)(ye)链供应(ying)链稳(wen)定(ding)性和竞(jing)争力(li)。组(zu)(zu)(zu)织领(ling)航企业(ye)(ye)开展产(chan)(chan)(chan)业(ye)(ye)链供应(ying)链梳理,鼓(gu)励通过兼并重(zhong)(zhong)组(zu)(zu)(zu)、资(zi)本(ben)运作、战略合作等方(fang)式(shi)整合产(chan)(chan)(chan)业(ye)(ye)资(zi)源,提升产(chan)(chan)(chan)业(ye)(ye)链竞(jing)争力(li)和抗风险(xian)能(neng)力(li)。支(zhi)持参(can)与全国(guo)供应(ying)链创新与应(ying)用(yong)示范创建,培(pei)育一(yi)批(pi)制(zhi)造业(ye)(ye)现代供应(ying)链示范企业(ye)(ye)。推(tui)动优质(zhi)(zhi)企业(ye)(ye)中(zhong)(zhong)的国(guo)有资(zi)本(ben)向关系(xi)国(guo)家安全、国(guo)民(min)经济命脉的重(zhong)(zhong)要行业(ye)(ye)领(ling)域集中(zhong)(zhong),加快(kuai)在(zai)关键环节(jie)和中(zhong)(zhong)高端领(ling)域布局。鼓(gu)励增强根植性,引导(dao)有意愿的单项冠(guan)军企业(ye)(ye)、领(ling)航企业(ye)(ye)带动关联产(chan)(chan)(chan)业(ye)(ye)向中(zhong)(zhong)西(xi)部(bu)和东北地区有序转移,促(cu)进(jin)区域协同发展。(工(gong)业(ye)(ye)和信息化部(bu)、财政部(bu)、商(shang)务部(bu)、国(guo)务院国(guo)资(zi)委、证监会按照职责(ze)分工(gong)负责(ze))
五、引导(dao)优质(zhi)企(qi)业(ye)(ye)高(gao)端(duan)化智能(neng)化绿色化发(fa)展。对标(biao)世(shi)界一(yi)流企(qi)业(ye)(ye),加快(kuai)推(tui)进(jin)新(xin)一(yi)代信(xin)息技术和(he)制造(zao)业(ye)(ye)融合(he)发(fa)展,加大技术改造(zao)力度,加强质(zhi)量品牌(pai)建设(she),参与国际技术规(gui)范(fan)、标(biao)准(zhun)制定,提高(gao)中(zhong)高(gao)端(duan)供给能(neng)力。实施(shi)智能(neng)制造(zao)工(gong)(gong)(gong)程(cheng)、制造(zao)业(ye)(ye)数(shu)字化转(zhuan)型行动(dong)和(he)5G应用创新(xin)行动(dong),组织实施(shi)国有企(qi)业(ye)(ye)数(shu)字化转(zhuan)型行动(dong)计划,打造(zao)一(yi)批(pi)制造(zao)业(ye)(ye)数(shu)字化转(zhuan)型标(biao)杆(gan)企(qi)业(ye)(ye),培育(yu)一(yi)批(pi)综合(he)性强、带动(dong)面广的(de)示范(fan)场景(jing),建设(she)和(he)推(tui)广工(gong)(gong)(gong)业(ye)(ye)互(hu)联网(wang)平台,开(kai)展百万工(gong)(gong)(gong)业(ye)(ye)APP培育(yu)行动(dong),实施(shi)网(wang)络安(an)全分(fen)类分(fen)级管理,积极发(fa)展服务型制造(zao)新(xin)模式(shi)新(xin)业(ye)(ye)态。支(zhi)持参与实施(shi)工(gong)(gong)(gong)业(ye)(ye)低碳(tan)(tan)行动(dong)和(he)绿色制造(zao)工(gong)(gong)(gong)程(cheng),在(zai)落实碳(tan)(tan)达峰、碳(tan)(tan)中(zhong)和(he)目(mu)标(biao)中(zhong)发(fa)挥示范(fan)引领作用。(工(gong)(gong)(gong)业(ye)(ye)和(he)信(xin)息化部、国务院(yuan)国资(zi)委按照职责分(fen)工(gong)(gong)(gong)负责)
六、打造大(da)中(zhong)(zhong)小(xiao)企(qi)(qi)业融通发展生态。建设大(da)中(zhong)(zhong)小(xiao)企(qi)(qi)业融通发展平台载体(ti),支持领航企(qi)(qi)业整合产(chan)业链(lian)(lian)资源,联合中(zhong)(zhong)小(xiao)企(qi)(qi)业建设先(xian)进制造业集群、战略性新兴产(chan)业集群、创新型(xing)产(chan)业集群等。鼓励(li)领航企(qi)(qi)业对上下游企(qi)(qi)业开放资源,开展供(gong)应(ying)链(lian)(lian)配套(tao)对接,与中(zhong)(zhong)小(xiao)企(qi)(qi)业建立稳(wen)定合作关系,构建创新协同(tong)、产(chan)能共(gong)享(xiang)、供(gong)应(ying)链(lian)(lian)互通的新型(xing)产(chan)业发展生态。(工业和信息化部、国务院(yuan)国资委按照(zhao)职责(ze)分工负责(ze))
七、促(cu)进优质(zhi)(zhi)企(qi)(qi)业(ye)加(jia)强管(guan)理(li)创(chuang)(chuang)新和(he)(he)(he)(he)文(wen)化(hua)建(jian)设。实施企(qi)(qi)业(ye)管(guan)理(li)提(ti)升(sheng)专项行动,鼓励(li)推(tui)动组织管(guan)理(li)变革,加(jia)强全面质(zhi)(zhi)量管(guan)理(li)、强化(hua)资源集约管(guan)理(li)和(he)(he)(he)(he)配置、做好风险防(fang)控(kong),创(chuang)(chuang)新生(sheng)产经营模式,提(ti)升(sheng)全要素(su)生(sheng)产率。弘扬企(qi)(qi)业(ye)家精神和(he)(he)(he)(he)工匠精神,加(jia)强企(qi)(qi)业(ye)诚信建(jian)设。加(jia)大企(qi)(qi)业(ye)社会责(ze)任建(jian)设力度,增强风险防(fang)范和(he)(he)(he)(he)价值创(chuang)(chuang)造(zao)能(neng)力。引导企(qi)(qi)业(ye)重(zhong)视美国电影《贪欢》,一道(dao)久(jiu)(jiu)(jiu)(jiu)(jiu)久(jiu)(jiu)(jiu)(jiu)(jiu)爱(ai)综合久(jiu)(jiu)(jiu)(jiu)(jiu)久(jiu)(jiu)(jiu)(jiu)(jiu)爱(ai),俄罗斯(si)真人(ren)处破女,四(si)lllBBBB槡BBBB,久(jiu)(jiu)(jiu)(jiu)(jiu)久(jiu)(jiu)(jiu)(jiu)(jiu)露脸国产精品ww蜜芽tv建(jian)设,提(ti)高企(qi)(qi)业(ye)员工凝聚力、创(chuang)(chuang)造(zao)力和(he)(he)(he)(he)社会认同(tong)感。(工业(ye)和(he)(he)(he)(he)信息化(hua)部、国务院(yuan)国资委按照(zhao)职责(ze)分工负(fu)责(ze))
八、提升优质企(qi)(qi)业(ye)(ye)(ye)开(kai)放(fang)合作水平。鼓励(li)领航企(qi)(qi)业(ye)(ye)(ye)、单项冠(guan)军企(qi)(qi)业(ye)(ye)(ye)积(ji)极在(zai)全球布局研发(fa)设(she)计中(zhong)心,优化(hua)生产网络和(he)(he)供(gong)应链(lian)体系,有效对(dui)接和(he)(he)利用全球资源。以(yi)共(gong)建“一带一路”为重点,构建区域产业(ye)(ye)(ye)链(lian)共(gong)同(tong)体,更(geng)好融入全球产业(ye)(ye)(ye)链(lian)供(gong)应链(lian)。支持企(qi)(qi)业(ye)(ye)(ye)实施(shi)“抱(bao)团(tuan)出海”行动,牵头建设(she)境外(wai)经贸(mao)合作区。鼓励(li)地方有序建设(she)中(zhong)外(wai)合作园区,吸引更(geng)多的全球高端要素(su)、高端制造能力,支撑(cheng)促进(jin)企(qi)(qi)业(ye)(ye)(ye)发(fa)展。(商务部、工业(ye)(ye)(ye)和(he)(he)信(xin)息化(hua)部、科技部、国(guo)(guo)务院国(guo)(guo)资委按(an)照职(zhi)责(ze)分工负责(ze))
九、完善金(jin)融(rong)(rong)(rong)财政和(he)(he)人(ren)(ren)才(cai)政策措(cuo)施。发挥(hui)各(ge)类(lei)政府引导(dao)基金(jin)作用(yong)(yong),鼓(gu)励社会(hui)资(zi)本出资(zi)组建优质(zhi)企(qi)业(ye)(ye)(ye)(ye)培育基金(jin)。加强企(qi)业(ye)(ye)(ye)(ye)融(rong)(rong)(rong)资(zi)能(neng)力(li)建设和(he)(he)上市(shi)培育,支(zhi)(zhi)持(chi)(chi)符合条件的(de)(de)优质(zhi)企(qi)业(ye)(ye)(ye)(ye)在(zai)资(zi)本市(shi)场上市(shi)融(rong)(rong)(rong)资(zi)和(he)(he)发行债券。发挥(hui)国(guo)家产融(rong)(rong)(rong)合作平台作用(yong)(yong),整(zheng)合企(qi)业(ye)(ye)(ye)(ye)信(xin)用(yong)(yong)信(xin)息,支(zhi)(zhi)持(chi)(chi)投贷联动、投投联动,引导(dao)金(jin)融(rong)(rong)(rong)机(ji)构为优质(zhi)企(qi)业(ye)(ye)(ye)(ye)提供精准、有(you)效的(de)(de)金(jin)融(rong)(rong)(rong)支(zhi)(zhi)持(chi)(chi)。用(yong)(yong)好(hao)现有(you)资(zi)金(jin)渠道,支(zhi)(zhi)持(chi)(chi)“专(zhuan)精特新”中小企(qi)业(ye)(ye)(ye)(ye)高(gao)(gao)质(zhi)量(liang)发展。支(zhi)(zhi)持(chi)(chi)引进(jin)高(gao)(gao)端(duan)人(ren)(ren)才(cai),联合高(gao)(gao)等院校、科研(yan)(yan)机(ji)构建设先(xian)进(jin)制(zhi)造业(ye)(ye)(ye)(ye)实训基地。持(chi)(chi)续加强企(qi)业(ye)(ye)(ye)(ye)经营管(guan)理(li)人(ren)(ren)才(cai)培训,实施工(gong)业(ye)(ye)(ye)(ye)和(he)(he)信(xin)息化(hua)职(zhi)业(ye)(ye)(ye)(ye)技(ji)能(neng)提升行动计划(hua)。鼓(gu)励各(ge)地研(yan)(yan)究制(zhi)定(ding)符合国(guo)际(ji)通行规则(ze)的(de)(de)支(zhi)(zhi)持(chi)(chi)政策措(cuo)施。(财政部(bu)、证监会(hui)、工(gong)业(ye)(ye)(ye)(ye)和(he)(he)信(xin)息化(hua)部(bu)、国(guo)务院国(guo)资(zi)委按照职(zhi)责(ze)分工(gong)负责(ze))
十、加强对优(you)(you)质企(qi)(qi)(qi)(qi)业(ye)的(de)精准服务(wu)。分级构建(jian)优(you)(you)质企(qi)(qi)(qi)(qi)业(ye)培(pei)(pei)育库,建(jian)立“企(qi)(qi)(qi)(qi)业(ye)直通(tong)车”制(zhi)度,及时掌(zhang)握(wo)企(qi)(qi)(qi)(qi)业(ye)诉求,指(zhi)导用好(hao)惠(hui)企(qi)(qi)(qi)(qi)政策,协调解(jie)决土地、用工、用能(neng)等(deng)问题(ti)。组织(zhi)行(xing)业(ye)协会(hui)、商(shang)会(hui)等(deng)梳理企(qi)(qi)(qi)(qi)业(ye)需(xu)求,提供(gong)信息(xi)咨(zi)询、产(chan)品推广、人才培(pei)(pei)训、知识产(chan)权(quan)等(deng)专(zhuan)业(ye)化服务(wu)。加大宣(xuan)传力度,编制(zhi)发布企(qi)(qi)(qi)(qi)业(ye)案例集,推广地方典型(xing)经验,开展经验交流,组织(zhi)“万家(jia)优(you)(you)质企(qi)(qi)(qi)(qi)业(ye)行(xing)”活动(dong),打造(zao)“优(you)(you)质企(qi)(qi)(qi)(qi)业(ye)”名片(pian)。(工业(ye)和信息(xi)化部牵头、相关部门按照(zhao)职责(ze)分工负责(ze)、有关行(xing)业(ye)协会(hui)配合相关工作)
各(ge)地工(gong)业和信(xin)息化主管部门要会同相(xiang)关部门建立健全横向协同、上(shang)下联动的培育(yu)发展工(gong)作(zuo)体系和常态化工(gong)作(zuo)推(tui)进机制,加(jia)强与各(ge)类规(gui)划衔接,结合实际制定政策措施,形成工(gong)作(zuo)合力,抓好(hao)工(gong)作(zuo)落实。
